  1. I believe it has been said this is because of the move (Get Involved?) that let’s players assist each other easier than in other PbtA games. Or that’s why you don’t get stat boosts later on, post chargen.

  2. Angela Murray and Richard Robertson have it correct: Get Involved is significantly better than most other PbtA “help other character” moves. With a cap of +2, it’s harder to have a complete success. As such, most challenges hinge on multi-character involvement to balance out the greater chance of partial success or failures.

    (It should be noted that there is one way to hit a +3 stat in UW, but it requires the Addict skill, and if you can’t keep feeding that addiction the stat drops dramatically.)
