Not all tags for things have a strict mechanical meaning. Sometimes they’re purely a form of shorthand meant to inform the fiction. Territory with the +crime trouble has a crime problem. Territory with the +guardian blessing has someone/something watching it. Some mechanics reference the troubles your territory has, but by and large they don’t mean anything on their own.
