Yup, parts come off. I’d consider a necromancer to be more of a big bad enemy for the players, but this is a sandbox fantasy game, so go for it.
I’m thinking of a Move for the necromancer which may be able to bring a fellow character bag from the dead, but with a heavy cost, definitely to the dead character, and possibly also to the necromancer.
Have you taken a peek at the DW: Grim World Necromancer playbook, even just for ideas? They reanimate corpses, stuff dead bodies into jars and use those to fuel magics.
Definitely a high cost for necro resurrection, like a 7+ choose 1, 10+ choose 3 from a list at least 4 long. They’re not: rotting, mentally crippled, horrendously disfigured, reliant on a magical/technological power source to hold them together.
