Have you seen The Hood by James Mullen? This game might already do what you need it to or at least be close.

There should be a unified Hack Worlds — The How To Codex of all relevant dialogues about PbTA Hacks to date… enough obscure ones have been done that such a single source supplement is certainly called for.
ps; I am still fond of Apocalypse World Engine, because AWE is just a nifty acronym…
