I think there’s a few EIC moves that work for this:
Reveal an unwelcome truth: You stood up Sally while dealing with Sadaede. Of course she’s pissed. Lower your bond rating by one, and she doesn’t answer when you call.
Threaten a bond: If can either go fight Sadaede, or go on your date with Sally. If you ditch her, she’ll be pissed. With you. For a long time. What do you do?
The first is a hard move, and happens as a result of the PC ignoring Sally. The second is a softer move, and puts the PC in a position to choose.
Both are terrible spots to be in; sounds like a good game!
Yes. In fact, they should when it comes to Law Enforcement and The City, but I almost always leave personal relationships and NPCs to the players unless it’s challenging them as a result of a move or moves (see EIC moves like “threaten a Bond). I wouldn’t micromanage personal relationships though, PCs will take care of that fine themselves by Burning Bonds and Fitting In.

Kyle Simons Thanks! In the game I’m running, the PCs are trying to change the status quo. Because it is not quo. That is, they are less concerned with dealing with criminals and more concerned with changing the world. I’m rolling with it, and that’s becoming what the game is about and its awesome. Any thoughts on how you’d handle that?
William Nichols Nice! So something like The Authority? I think in that case I might either give them new Bonds to work with, or change the Bonds to be more global if that’s where their purview is. Maybe a Bond to show what their national, or international image is like, or if they’re in another country most of the time, a Bond there. If you want it less fiddly though just change them to be a global image and run it from there.
If they’re more concerned with changing the world I’d probably focus on the tough aspects of that – how can you be in all places at once? Maybe have the gov’t get involved, maybe trying to help out in China while neglecting their home country causes trouble in some form or another. You’d probably also either want your Mastermind’s plan to be more global – literally trying to change the entire world – rebooting it because humans had their chance and messed it up, or summoning cosmic overlords, or other stuff that requires globe trotting. Corporate stuff usually gets brought into those storylines as well – your Mastermind could be someone like the head of Roxxon corp, or organizes terrorism and such to control world stock markets, but is still protected under the law to force hard choices with the PCs. All kinds of fun stuff you can do.
