That is, does the vamp generate debts whenever someone in their web asks them for a favor (for example), or only when someone enters the web?

Nope. The Debt is only gained if they enter your Web, not if they’re already in it. 😊

If someone asks the Vamp for a favor and the Vamp grants that favor, then a debt will be owed – but that’s got nothing to do with the Web.
