Quick Rules Question on seize by force. The player fails the roll and takes harm, but armor prevents them from taking harm. They pass the harm roll…. What can be done to mess with them? They failed a roll, but rule wise essentially no consequences , which seems off.

The Mc can make a hard move. That move does not need to be do harm. If you do choose That and there’s no result, that’s that. There are always choices that don’t directly affect the PC’s. Remember, a failed roll doesn’t have to mean the action failed, and a hard move doesn’t have to be on the character who failed the roll.
When a player rolls a miss, make as hard a move as you like. One aspect of that on SbF is — yes, probably — dealing harm but it doesn’t have to only be harm.
Off the top of my head, these MC moves seem completely valid for a flubbed SbF,
• Announce off-screen badness.
• Announce future badness.
Both of these are still viable, and can be used to represent reinforcements (or unrelated baddies) rushing toward the sounds of a struggle.
• Activate their stuff’s downside.
Depending on how they’re Seizing, the problems that come with what they’re using might come to the fore.
I’m sure others are just as good.

Armor absorbed it, but now it’s broke. Boo hoo.
Whoever shot them still has the gun and still has what they wanted. And has demonstrated that they’ll pull the trigger. What other craziness happened when the violence started ?

In retrospect I am realizing how much freedom there is in that failure move, which is awesome! But a big change from d&d that I am getting use to.
This could have been a cave in, or the player get infected (part of their custom moves) etc.

They could even get what they thought they wanted only to find they didn’t !
rolled Seize by Force and failed, took harm, armor + harm roll negated the harm, at that point the MC should ask “What do you do?”
