Does anyone know of a good resource similar to Dungeon World’s Instincts, Knacks, and Quirks for NPC generation? Most of those should work for UW but I’m wondering if there’s something that has more of a space opera flavor.

Stars Without Number (core edition free on DriveThruRPG) is full of random tables, including a one-roll NPC generator that uses a D4, D6, D8, D10, D12, and D20 to generate sex, age, size, problem, quirks, and motivations. As SWN is a sci-fi sandbox RPG, that table should be easy enough to adapt.
Another good way to concoct NPCs, I imagine, would to be to pick one of your Faction’s ideologies, and focus on exploring that NPC’s personality as a reaction to that ideology.
I have a card deck called Gamemaster’s Apprentice (SF version) with which you may deduce an NPC and their possessions (alive OR dead).

The Stars Without Number, even the free edition, has excellent generation tables, including tables of names by culture. It presumes that the existing cultures we know have persisted into space.
