If the target is an NPC, they simply do what they’re told – there’s nothing more to it.The rest of the paragraph applies only to PCs, who get to make a choice – comply and gain experience, or act under pressure to refuse.

I had been confused about player versus player action, but that definitely makes sense combined with the Help/Hinder rule.
