NM, just found it.
Wait, no I didn’t. On P157 it talks about what to do if she doesn’t have a Neural Interface, but she does. She just doesn’t have the hacker move Jack In. How do I model this for her?
Or is the “penalty” that she doesn’t have access to console cowboy?

First and foremost, let her jack in. This sounds like a critical part of the story and that takes president over rules.
Second, figure out from the Moves or from discussion with her what seems fair to be able to do because of this.
No Console Cowboy benefits? Spend her next advancement getting the Move? Just talk with the player and group and quickly figure it out so the story goes on, make a note of what you decided on and continue play.
It’s about the fiction, and these rules are guidelines.
Using a ‘deck without being ‘jacked in’ is just using the deck as a keyboard and you don’t have the reflexes that the neural i/f would give you jacked in so effectively you are at a disadvantage wrto the AI or another ‘jacked in’ hacker opposing her.
This is what I ended up going with: There are two ways Karoshi could go about getting access. The first is through the matrix and Jacking In. You’d start with a +Synth roll to login. You can also use RESEARCH to investigate the system to find hidden entrances and backdoors, or ASSESS to scout for ice, look at unencrypted data streams, and other things of a security nature. Good rolls on assess or research would give you more of a chance to Jack in and navigate the matrix Successfully. Since you don’t have the Jack In move, you will be at -1 against ICE or human hackers who are Jacked In.
There’s also the possibility, that, as a Bread Boarder / Customiser, you could build something to physically piggyback the camera feeds or accomplish other tasks (remember that Apollonia already has a comm jammer handled), but that would require you getting into a security control room.
I’d use the fact that the character has a neural implant but can’t yet ‘jack in’ as a motivation. “I could only afford to get the neural implant but after a couple more good jobs I’ll be able to get the full system and be able to’jack in’ properly”.
expanding her hacking capabilities are high on that character’s priorities
