The Sprawl does a little bit with the heist/espionage genre though its focus is more on cyberpunk. I’d love to hear about other alternatives.
Blades in the Dark does Lies of Locke Lamorra, which is fantasy leverage with terrible people…
Nothing that is straight up “save the day, be a crook,” per se. The various elements exist in several games.
Hood is about street level criminals, but not specifically heists.
Cartel is about bloody dramatic drug crimes, but not necessarily heroics or heists.
Bootleggers is about crime and smuggling, but not specifically action-y heroes.
Headspace is about a team of professional heroes who pull off all sorts of spying and crimes, but it’s cyberpunk and not modern.
Blades in the Dark can be pretty heroic, and is all about heists, but is 19th century seancepunk industrial fantasy.
If you look for it, you’ll find a small hack someone has written to run Nights Black Agents via PbtA rules. NBA is “Jason Bourne/Ronin versus Vampire Conspiracies,” so it’s all about hyper competent spies pulling of spy stuff. You can easily strip out the vampire stuff.
World of Secrets is a World of Dungeons hack for spies.

“Daylight Robbery” is a Heist game that plays very well for crooks who eventually turn to violence.

You can use “Action movie world” with a spy or thriller script too.
