A GM cannot just hand out a condition for a PC without a roll, can they?
Richard Rogers I think a player can claim a condition themselves, but handing out a condition is a GM Move. I can see the argument for golden opportunity though I likely wouldn’t have touched on it. That MAY be someone telling you how the world works or who you are though!
James definitely seems to have the mindset of creating an AP that is entertainment first, strict adherence to rules second. I love One Shot for that! (Also, with a new game each month it can be easy to get wires scrambled!)
If there’s a golden opportunity, you can tell a PC to mark a condition. (If they argue they AREN’T afraid or something, I ask why and we get some characterization.)
Generally using OneShot to learn the system and the minutiae is a losing battle.
That said, one of the GM Moves is “Inflict a Condition”, so I don’t see why not… though it’s definitely something I’d do sparingly, if at all.
