I’ve always played that it’s negotiable. Could make it fit that card or push it forward to start a feud, get a shot at a belt, etc.
Yeah, it should be flexible. Often when it’s at the beginning of a session, players will call for it during the current Episode, but if it’s towards the end it makes more sense to push it off until the next one (and give Creative a hook to build the card around!)
