But neither of us are actually helping you be organised. You could use Padlet as a basic whiteboard. Something mind-mappy would probably be better to indicate who links to who. What do you normally use?
Normally I use Google docs, but, something that groups things by categories and makes them quick to look up would ideal, and can kinda do that with google docs, but I am not convinced it is the one ideal platform for this.

PbtA NPCs tend to be short. You could use note cards to give them a name and then list a few things about them like Fate aspects. Hell toss them on the table so everyone knows!
I like http://popplet.com for mind maps.But you might use an easy wiki like my favorite Tiddlywiki (http://www.tiddlywiki.com) which is a self contained wiki in a javascript/html file local to your computer. tiddlers (the units in tiddlywiki) are kind of hyperlinked notecards.
note cards might be great for some things like NPCs… though, I worry I am lose them. I’ll check out popplet.
I suppose if all else fails I could just start working on my own program for this too (maybe I will, though, with the amount of free time I have being a bit narrow that’s a gamble).
