Sadly, yes. I wish there was another option for non-US people and I’m looking into other ways to do it.
Worst case you can try to get a copy directly from me, but I don’t always have them on hand.

They’ve regularly stocked My Life with Master when I’ve had it in print. As many as 20 copies at a time. They ship throughout Europe, at least until Brexit, and I bet they’ll figure something out after that. They use a freight forwarder to bring stuff in from the USA, so if you have a ton of stock at IPR you could get it to them for not too much money.
I saw a copy of it in Leisure Games before Christmas. It is marked as Out of Stock on their website now, though.
I’m confident Leisure Games will stick it if they can get hold of it.

Yeah 401 is super cheap, somehow having prices similar to US despite the exchange rate, which I’m told is being changed soon. Sooo if you want anything, bows the time. For instance Blades in the Dark is 30$ CAD, cheaper than the Kickstarter even. They have some good stuff from indie press revolution as well, I ordered Technoir last week.

This is how awesome they are: I ordered Blades in the Dark. A few hours later noticed they received Dresden Files Accelerated and shot them a mail if I could somehow add it to the order to save a bit on postage. I get a mail that Blades shipped, and then I get a mail that DFA was added to the package on pure customer trust that I’ll pay the difference. Pure awesome if you ask me.
