It’s definitely a full game: it has guidelines for character creation, full playbooks, play procedures for scenes/situations/minor characters, how to prep, how to start, how to end. It’s short, yes, and doesn’t have an example of play, but it’s got its procedures covered.
How does it work in actual play? The system is intriguing, I kind of want to do something with it.
I played it with Avery Alder (the designer) and really enjoyed the hell out of it.

I felt that the move are not described
All of the moves in DA work like MC moves in Apocalypse World. Weak Moves are the default, and used as per the description on page 6 — when someone looks at you expectantly. Hard Moves require the use of Tokens, which are earned by using Weak Moves. There’s not a lot more detail than that, you’re right, but it’s because you simply follow exactly what the moves say to do and add that to the fiction.
