I think a game featuring a total of three people (the GM role can rotate) would work, but a total of four or five will be much better.
Speaking from experience you’ll probably want at least 4 players. (Including the GM).
I’ve played with as few as 1 GM and 2 players, but the game really works best with 4 players and a GM (so 5 people in total)
