A quick question about vehicles: the Titanomachy quickstart has them with stats (chrome, etc) but the current rulebook draft does not. It does, however, give them a wound box that is -1 to all stats. My instinct is that they have become like followers, improving the scope or speed of your task even applicable, in which case you use your own stats, possibly by the stat wound box. Correct?

Yes, I would say it’s a -1 to the character stat when operating the vehicle. Though I expect this may become disadvantage.
In the monster hearts style? Is that the destiny of vehicle penalties, or character ones too?
(Oh, duh, right, not in any other style. Dis/advantage in legacy is one of the newer things to me, compared to other pbta games I’ve played. Same question about which wound boxes would use it)
Yeah, the vehicles used to have stats and the harm boxes would impede those. In the current version, the penalty is instead applied to your rolls piloting it. We’ll make this clearer in the text.
