It’s not as clearly called out, but in describing the threat map “the inner circle is for PCs and their resources. ” 2nd para page 102
On the actual threat sheet there is a list of resources in the margin, not pictured in the example. That’s what’s being referenced.

Yeah, you need the reference sheets document, rather than the thing shown in the rulebook.
