This is really good.
I would use ONE move for each form, because I like a more minimalistic approach.
From an Apocalypse viewpoint I can imagine the Homid with a “diplomatic” move (parley, manipulate…), the Glabro with a fighting move, the Crinos with a KILLING move, the Hispo with a chasing move and the Lupus with a “pack tactic” move.

i would get rid of the middle hybrid forms.
The human form might have “punch someone” and “shoot him” but the big full werewolf would have “rip his face off” or something like that
Yeah, they are probably too much…
But… I would like the moves to represent something really unique and significative.
You can shoot someone only if you have fingers, so the “you can shoot when you are human” part I would handle trough the simple “to do it, do it” rule.
What is tematically significative? What a werewolf in human form does that really characterize that form, gives meaning at it?

The “rip his face off” for the full werewolf form is great XD

But i would give every form like 3-5 moves even if one is just a stronger version of the other. Not just 1-2 moves.
I think I’d tie a move to the core change. To do it, do it. So when you transform, you transform and something happens.
When you transform into a terrifying half-wolf, half-man killing machine every human and wolf around you is terrified. You may kill anybody in arm’s reach, and roll…
So the act of changing immediately causes things to change. Add a passive move like “When someone sees you in your half-wolf, half-man form” and an active move like “When you vent your fury in your half-wolf, half man form”.
This would mean that returning to human form would have a transformation triggered thing. I’d probably go with something about exhaustion and remorse. Why do you return to human form? Because you’re done flipping out and killing shit, and now you’re a human and dealing with it as such.
