It’s not PbtA, but A Dirty World by Greg Stolze is perfect for this sort of noir story (and a great game besides).

I’d agree about Hood not quite fitting. Hm. Honestly, my mind jumps to Urban Shadows — it sounds like exactly what you describe, it just a lot more supernatural going on. It almost works.

If, for some reason, Last Chance Noir doesn’t fit your boat, you should make definitely check out Cold City, by Malcolm Craig. Early Cold War, pre-NATO tensions over Nazi occult technologies. It’s based in The Mountain Witch.
