Not many apps or tools as far as I have seen. If you download the GM sheets from Magpie games, it has a lot of good resources for villians, hooks and arcs

I use Obsidian Portal superherodiaries.obsidianportal.com – Masks! to keep track of my over 100 characters.
I also use Microsoft OneNote to keep my notes and planning for various storylines because you can access the same notebook from your laptop or from your phone if you have an idea while you’re out doing things and need to not lose it.
