So odd question, I have a player doing the Nova playbook. He has the option to take another move from another playbook. My question is this. What is the difference between extras and moves?

Extras are intrinsic to another playbook’s “thing,” and shouldn’t be transplanted from one book to another. Moves are flavored towards specific playbooks, but can cross-pollinate between archetypes.

For example, the Nova’s Burn and Flares, the Legacy’s Legacy, and the Protege’s Mentor are extras, not moves.
I think all the extras in the core set are those three that I already said, plus the Janus’s Secret Identity, the Beacon’s Drives, and pretty much everything about the Doomed.
Another way of telling them apart is that moves have little checkboxes next to them on the playbook for players to fill in when they take the move, while extras don’t because all heroes of the playbook have the extra so there’s no need to indicate it.
