We played with them as a communal pool and it worked just fine.
You usually want to reference the scene where the intel or gear is picked up, so the only thing about a pool is that those threads might get a little lost. But yeah players can use their intel to help people with some other obstacle. And there are no rules against using gear for a assault cannon then handing it off to the killer.
In my mind, each instance of [gear] should only solve one problem though (or a second problem with the same keyhole).
I probably wouldn’t let my players get an assault cannon (or any other weapon) from [gear]. But if I did give them combat stuff, it would be extremely ammo-limited.
