  1. It would need some adaptation. Wasn’t there a directly licenced DUNE RPG at one point?

    There is a Dune-like setting I can highly recommend: BAROQUE SPACE OPERA (which has a Fate Core rules basis). The Tyrant has ruled the Dominated Worlds for 149,000 years. He was killed 4 times but each time the ruling Houses of the Pharistos (re-engineered humans treated as gods) reconstituted him, because it was easier to preserve the Order of Things. A number of factions and biological constructs developed and fell out of favour, so the Tyrant has accumulated a lot of enemies. Do you join the Rebels, or do you defend the Order of Things?

    The technology is so developed that it is like magic, each form jealously guarded by guilds: FTL travel (Voidships and Loomships), genetic engineering (Genesis Adepts), nanomachines (The Dust), psionic powers (Prana), galaxy-spanning Internet (The Pattern), etc. The GM or players don’t need any techie knowledge to talk about them.
