Since Dark Streets just dropped without them, I would say not close.
What I posted on the /r/PbtA subreddit last month:
Just finished chatting with MDT and he and Andrew are finalizing the Dragon and Immortal playbooks, which will be out after Dark Streets wraps up. Angel will be out sometime after that, but no ETA as that’s “a long term thing”. I’m not sure when any of those will be out as I’m not on the game design and development side of things, but I wouldn’t expect them until summer at earliest.
Also I was chatting with some folks (not sure if it was with MDT, tho) about the length of a “campaign” for various PbtA games. Urban Shadows is short enough, you might as well just start playing now. You’d probably get one or two tales done by the time the new playbooks are out. If you like the game, start another story with them.
I have players who are keen on those playbooks, so we’ll probably hold off (as much as that breaks my heart). Here’s hoping it’s within the next month or two.
Any idea why the Angel is “long term thing?”

Nope.
Not to beat a dead horse, but is there any chance of us seeing these playbooks by Gen Con?
Not sure. Nothing new has come over to me for layout.
