Are intimacy moves intended to activate only in a PC-PC interaction?
Or also with a PC-NPC interaction?

Both!
I assumed both, though there are some strange bits (The Veteran, for instance, basically just gets +1 forward, because the other choices don’t make sense for NPCs)
How does it work for the Wizards Intimacy Move then? A NPC never rolls for Escape, so giving them -1 doesn’t make sense. Would it be ok to say that a Wizard that has shared an intimate moment can pinpoint the location of the other character or know if he wants to get away?
Note that the Wizard’s move isn’t “-1 escaping from the wizard” it’s “-1 on escape” meaning they have trouble getting out of ANY trouble, not just trouble with the wizard. For an NPC I’d probably just keep in mind the story aspect that the NPC has a hard time extracting itself from situations.
Yeah, when I read the move that thought occured to me as well, but I was not able to make any fictional sense out of it. What kind of trope is modelled here with this Intimacy Move? I don’t see why getting intimate with a wizard would severely hinder someones ability to extract himself/herself from any kind of dangerous situations? I am missing the narrative in this one.
Jochen Steimel I think it represents the idea that anyone who gets close to a wizard usually ends off dead, as portrayed in Hellblazer (John Constantine) and the Dresden Files (Harry Dresden).
