It looks like it uses Fate, actually.
Certainly seems to have a lot of Pocalypse influence: descriptions, names, needs, revolutions. No Fate Dice either – polyhedrons. And there are improvements, but modified.
There’s an add-on with AW rules. David Hill can fill in more detail.
The core system uses its own ruleset. There are a couple hacks available, too.
Cortex Plus and Apocalypse World were certainly prime influences, but the main game isn’t really Powered by the Apocalypse. There is an Apocalypse World hack made as part of the Kickstarter.
O hey I didn’t know that. I purchased it, I better check up on the AW hack then.
