Narrative games and Supers work really well because it’s not about power levels you can set the challenges for each characters power and interests. Like Alan Moore does in the watchmen.
The problem might be that Dr Manhattan never really is in danger besides maybe social. Your point is valid but if the fiction says “i am basically not to be harmed” then it is hard to fuck with that.
Dr Manhattan is an extreme example but the story of how he finally becomes detached from everything human is a story worth telling if someone wants to play that. Even godlike heroes have godlike villains for the most part though.
But it is not a superhero story. Its much closer maybe to Nobilis or things like that. However it is an interesting story.
My boys like lower powered flawed heroes so not a problem I’d have.
Galactus is more of a force of nature than a superhero. In terms of defining powers and stuff you’d be able to do that fine, but it’s be tricky to play – the story would have to be about something else.
Maybe take a look at some of the books like “Observe and Learn” or the Origin book “my alien heritage”. I see many of those bigger, crazy powerful god-type characters having something like that going on. While they’re really power, they are more about judging humanity, finding a goal for themselves, striving to be more human, etc. Think Superman, Hyperion, etc. Galactus doesn’t fit as a superhero. Dr. Manhattan would be iffy but what you’d want to do is start with Origin and look at Drives for what they’re looking for – what motivates them.
