A character starts with an Origin playbook, and a Drive playbook. Is their Drive playbook considered ‘open’ and usable at the start of play, or do they have to do its open?

Depends on the EiC. Our intent though is that you start with your Origin, you get all the moves from that play book, then you choose a Drive that you are working towards. The Drive book is not unlocked until you meet those fictional considerations in the game. That being said if the EiC wants characters to be more experienced they could allow you to start with a Drive book and one of its moves already open.
