If a PC is firing on a target, does he roll per the Attack move (just rolling the damage dice on the VOF and not +STAT), or is it included in one of the other moves like Assault or Combat Action?

Yeah, you roll damage on the VOF table when you fire at a target. The table accounts for the effectiveness of your shooting.
You will almost always have to roll Assault or Combat Action to get into position to fire.
