Use debts as often as you can. Offer them and call them in. Get your players used to the debt economy and what can happen if someone reneges upon a debt.
When your players don’t know where to go, remind them that they have debts to call in on the other players.
Encourage players to use the Faction moves too. Not only does it build out the city, but it also frames a lot scenes.
If players don’t know what to do/where to go, how do debts help them? They are great when you want other people to do something for you. If you don’t know what you want to get donethat doesn’t really help right?

The Vampires and the Fae may have an non-aggression treaty but the Mages Council doesn’t have to respect that.
The factions all have relationships with each other and what the protagonists do will almost always affect that web. Let their choices have cool consequences that change the face of the city a little bit, for good or ill. 🙂
