That seems like a left over. David Gallo and I convinced Hamish Cameron after playtesting it at Gateway2014 to take the complication pool out as unnecessary overhead and not in the spirit of AW. It allowed the MC to spend a point from the pool to lower a 10+ to 7-9.
Rob’s correct. There aren’t any further rules for that because I removed them.
