  1. If a faction has no one besides the PC, it becomes very difficult to mark that faction, which is necessary for advancement. Also renders some faction moves like drop a name kind of useless for that PC.

    On the otherhand, if it’s currently empty, it’s very easy to discover new NPCs with moves like hit the streets.

  2. I do think that “secret identities” aren’t really what the game is about. If someone says “I’m a werewolf, but no one knows,” I think that’s going to cause a lot of problems, generally. But it can work sometimes! And there’s no reason that you can’t start with “I just became a werewolf” and see where things go from there.

    But hitting the streets and putting names to faces should be tough! It’s hard to get stuff done when you don’t know anyone in the city.
