Rather than call Powered by the Apocalypse worlds system a ‘universal system’, I think it would be more accurate to call them shared mechanics games. Nothing gets shoehorned into its frame work. Instead the new moves are created by the desired effect then set into the numbers or conditions. Each move is focused on how the move effects the game, not how the system handles that subsystem within the rules at large.
True enough. Built upon the Apocalypse would be another way of putting it.
