Wields your powers says:
> When you wield your powers with precision or grace, roll + Freak. On a hit, choose one. On a 10+, choose two
Usually, “On a hit” is something you do also on 10+, so an additional effect; moves as Comfort confirm this:
> On a hit, they hear you: they mark potential, clear a condition, or shift Labels if they open up to you. On a 10+, you can also add a Team to the pool or clear a condition yourself
Maybe it would be clearer to change the wording in something like “When you wield your powers with precision or grace, roll + Freak. On a hit, choose one. On a 10+, choose another one”, or “When you wield your powers with precision or grace, roll + Freak. On a 10+, choose two. On a 7-9, choose one”?
This is just standard PbtA language. A hit is considered a 7+ and a 10+ is a good hit. Usually in the basic breakdown of game rules it spells out what a ‘hit’ means.
Obviously their is a bit of fuzziness in the hands of the writer of how they decide to spell things out.
I agree, but in the standard PbtA language “On a hit” is something you do also on 10+, so:

reads as:
> When you wield your powers with precision or grace, roll + Freak. On a 7+ [which triggers also on 10+], choose one. On a 10+, choose two
So it looks like on a 10+ you choose three (one because it’s a hit, two because it’s a 10+).
Like Comfort: on a hit, they hear you; on a 10+, they hear you and you have another effect, you do the “on a hit” effect and the “On 10+” one.
(While saying that «Usually, “On a hit” is something you do also on 10+», I mean “Usually in Masks“, as seen in other moves.)
Sure, it could say “When you wield your powers with precision or grace, roll + Freak. On a hit, choose one. On a 10+, choose two instead of one“, but that’s implied. If it meant three, it would say “choose an additional two” or something.
It COULD be a little clearer, I suppose, but it’s far from necessary.
I can’t see any reason not to reword it for further clarity. We’re still providing feedback during this final editing phase, after all.
I’d favor the “On a 7-9, choose 1; on a 10+ choose 2” approach; that’s the wording for Directly Engage, which works the same way. Consistency!
The wording is definitely wonky, and James nailed the solution.
I will also forever support any phrasing that clearly states “On a 7-9, a thing. On a 10+, this thing”, because the “on a hit” phrasing that excludes clear statement of either the 7-9 or 10+ result has tripped up literally everyone I’ve introduced Masks to. Including folks with AW experience, since that style of phrasing is almost nonexistent in AW itself. It even tripped up some players in the kickstarter demo game. 😛
