I did that so that I could keep the weapon damage scale the same as AW. If Armoured Clothing were armour 1, all the armour values would go up by one and armour would be too good against the weapon harm values.
Ah, that makes plenty of sense. I suppose it would also give plenty of opportunities to have to go under the knife.
