If I wanted to use a wild western setting for this game, how would I ensure players stuck to powers/ideas that fit the theme of the campaign? Just lay out the ground rules? “Hey its a western so your powers and character concept need to fit that idea, and nothing really powerful” ?

I’d say yes. The power profiles are so flexible that they allow characters from Green Arrow to Superman so I’d just say that this is the campaign setting and encourage the players to work within that framework.
A character that is supernaturally accurate with his revolvers would probably fit better than a hero firing off cosmic blasts.
