(I came across it recently when realizing I don’t remember what the three additional supplements I backed for would contain, and went looking)
..But yeah, I don’t think it’s been mentioned again. It’s probably for after release of the Core Book.
We’re planning on releasing the entire text* as Creative Commons! You’ll be able to use any of the mechanics in your own work, and you can create your own playsets and playbooks for use with Masks. Stay tuned for more information in early 2017.
*The only exception will be copyrighted elements of Halcyon City, including the characters featured on the playbooks. Essentially, you can make your own stuff, but we reserve the right to the characters featured in the book.
