My understanding is that data points are meant to be snippets of knowledge that can be exploited in some way (e.g. there’s a sniper in that tree, your assassination target’s prosthetic arm can be disabled by [X] action, this character has a dirty little secret they’re hiding from [faction], the sequencer runs on technology similar to [Y]), so if a character can use this information to exploit the situation, presumably they can ‘use’ them if given said information (Open Fire, Launch Assault, Influence, and Face Adversity+Expertise respectively above).

  2. Everything starts and ends with the fiction. If it’s fictionally appropriate that character a could share the knowledge they gained with character b in a way that could benefit character b then yes.

  3. Technically no, not directly. There is a skill in the Academic career that grants that ability (and it’s more of a “copy Data Point”, since you don’t lose it).

    The intention was that Data Points were key pieces of information discovered through Assessment and study, and are unique to the character (again, unless they’re trained in Education).

    That said, Data Points are a great way to position yourself to Get Involved. When an ally is attempting something and you feel a Data Point you have would provide key information, merely explaining/informing the ally of the subject of that Data Point would allow you to Get Involved in their roll. And while spending that Data Point would just give you a +1 to the roll, the result of the Get Involved could very-well boost them up an entire level of success.
