My take on Condition Threshold :

You can defeat an enemy regardless of the number of Conditions, if it suits well with the fiction. But anytime EIC gets a chance, he can revive the enemy with EIC action.

But if you really want to neutralize the threat permanently(or at least, for a long time), you should give a conditions until the threshold exceeds. EIC can’t use the enemy until the fiction demands it (and it needs a lot of excuses)

  1. Yeah, the Condition Threshold is meant to be the equivalent of Plot Armour. The threat should always be acting according to their motivations, so you can have them do whatever suits their goals and needs as needed. A threat will have been “dealt with” (i.e. resolved in the story) once the Condition Threshold is reached.
