I would disagree here. The 12:00 is the “business as usual” level. When you wake the sleeping giant, you start at 15:00.
Also see the published cheat sheet. The countdown clock on the corporations page has 6 levels. 15:00, 18:00, 21:00, 22:00, 23:00 and 00:00.

Sorry, the less snarky answer is that “initiating” the countdown clock is just writing in the corp’s name at the top. Before you initiate, there is no clock.
