Actually, I’d say it advances on 7-9 as well, since 10+ implies that advancing the story clock is a consequence of getting evidence.
It could be worded better, but I think the intention is that 7-9 is the same as +10 but with complications… you find what you want, but you also find trouble.

Yup, as Simon says. Any roll of 7+ advances the Story Clock, 7-9 does it with complications.
