The trigger for Research says:
When you investigate a person, place, object, or service using a library, dossier or database (or combination of them), ask a question from the list below and roll Mind.
It specifically says “ask a question from the list below and roll Mind”. That means asking a question is part of the trigger. So if the player doesn’t ask a question, the move doesn’t fire.
Yep… remember the moves follow the fiction, and in this case, you’re carrying out research for the express purpose of answering a question. So deciding which question you’re asking comes before rolling to determine what kind of answer you get.
Note that this is different from assess where you roll, then get hold to answer questions.
