Since your write up includes supers in the past, are there treaties and the like to limit the use of superheroes in open combat to prevent escalation? Something like SALT for supers?

Always appreciate representation of Canada in most anything, especially as its depicted here: quiet, unassuming, perhaps a little backward at times, but generally on top of things.
