– Does the ‘over’ wrestler get momentum based on the reset audience level as well? I’m guessing not.
Correct, a wrestler at the top of the card gets the +2 from the Over Move (and makes the Move) instead of the Momentum from resetting their Audience.

They get it as they roll so in my view yes
Yup, they get it as part of the Move being triggered, then can spend it if they want on the roll result.
