In terms of the first, this is the assumption of all PbtA games I know.
In terms of the second, I think as long as the playbook currently isn’t in play, then a player can choose it.
I dunno. I think the families would differentiate two Elders enough. I’d allow them to double up, but I’d suggest against it heavily. I’m not sure it’s clear in the text.
I think the former question is answered in the test. The second isn’t as far as I can see.

Yeah, in general I assume each playbook active at the table is unique (apart from quick character playbooks, you can have as many as you like of those). It’s more important for Families than it is for Characters, though. Nothing breaks if you have multiple characters using the same playbook – the main issue is that role moves may start to feel a little repetitive.
