How do dangerous Web and some of the protege moves work when taking those moves as an advancement from another playbook. For example, would an Outsider be able to take those moves without a secret identity/mentor and if they could what would they roll with?

The Mask ones are a bit iffy, but we have had people take Protege moves in my games before, just normally with the stipulation of finding a mentor RP wise.
Though its not always been a actual hero for the Mentor, had games were a character had a Villian as a mentor (Kinda grey guy with major issues against previous generations due to plot), made it even better it was actually the Legacys Nemesis.
Also had none-hero/powered people as mentors, finding a Mr Miyagi type worked before……yet still unsure if it was actual mentorship or just really lucky at making the chores teach lessons and taking credit for it.
