Are there any PBTA games that are intentionally comedic? I’m not looking for suggestions like “You could totally play Monsterhearts for laughs”–I’m wondering if there are PBTA games that, like Paranoia and InSpectres, are written to set up the comedy.

it’s pretty hard to play a straight faced game of Spirit of 77 but it doesn’t have a purely comedic focus.
Action Movie World is built for intentional comedy (action comedy, of course). I know Pigsmoke can tend that way, but I don’t think it’s available yet. Same with the Happiest Apocalypse on Earth.
What Ho World and Wizards Aren’t Gentlemen are a bit off the beaten path, being card-based and GM-less, but they’re set up to evoke PG Wodehouse high society farce and Pratchett-style fantasy hijinks respectively.
No Country for Old Kobolds sounds like it has plenty of comedy built in. Bedlam Hall is another one that might not be out yet but seems to have a comedic bent.

Farflung is Sanguine’s PbtA sci-fi game where you can play things like Red Dwarf.
I think you’d be hard pressed to play Farflung without comedy — kickstarter.com – FARFLUNG – Sci-Fi Role-Play After Dark
Deniable is based on British dark comedies I believe.
Breakers
It’s pretty much impossible to play Monster Force Terra seriously.
A silly game you should play drunk, Advanced Creeks & Crawdads: pastebin.com – Advanced Creeks & Crawdads 0.3 – Pastebin.com (not quite done)
Bedlam Hall!
Looks like those responsible for Bedlam Hall also have one called Gruel Truck about food trucks in the fantasy age.

Sanguine is working on a cartoon game Madcap. They also have Farflung, which can have a variety of tones, but sheers toward gonzo fun.
Farflung is so hard to grok, rulewise.

Spirit of ’77 is the only thing that comes to mind.
If and when Ewen Cluney gets Dragon World launched, there will definitely be at least one!
