Is it a quick flurry of bolts or a huge lightning bolt from all over your body? It depends on how you describe it, how you imagine it in the fiction.
Just an average ranged attack using the weapon or power. For the lightning, just a bolt from the hands of fingers.
I would lean toward Smash described that way. Only using Maneuver if they specifically were going more for speed… and even then, it matters how they describe things because it might not even be a Take Down move triggered at all, but maybe a Seize Control move or an Aid/Interfere. It all depends on the words used to trigger the move.
As for the Smash vs Maneuver, the question is: was the attack described as being speedy (Maneuver) or forceful (Smash)? “Just an average ranged attack” sounds forceful, hence Smash.
